Doyle seeks clarity on flowers for downtown Carbonear

Spring has sprung, and with it, spring flowers are in bloom across the province.
Those flowers were subject to discussion by Carbonear council during last week’s meeting.
Councillor Danielle Doyle asked if someone could clarify whether the contractor or the local businesses along Water Street are responsible for maintaining flower beds along Water Street, and whether that message could be relayed to the respective parties.
“You see that some of them are very well maintained, and some of them are, for lack of a better word, a disaster,” said Doyle. “I have no idea if the business owners are responsible for the beds, or if our contractor is responsible for the beds. We’ve done such a nice job on Water Street; we would want it to be consistent.”
Recreation Director Rob Button said the matter had been discussed at the last committee meeting, and the information would be relayed to council.
Doyle then asked, if business owners are responsible for maintaining the flower beds, could that information be communicated directly to the business owners, who may be under the assumption the Town is caring for the flowers.
While the question of who was responsible for the beds wasn’t settled in chambers, Button noted that information would be relayed to council as well.
Meanwhile, the answers were clearer on who installs the flowers at the pergola.
Councillor Malcolm Seymour put forward a motion that contractor Urban Forester prepare the pergola area for the summer season at a cost of $7,540 plus HST. That cost includes topsoil, mulch and labour. Furthermore, Seymour moved that council contract Urban Forester to prepare the planting areas including providing plants and other materials for the quote amount of $17,320 plus HST.
Council unanimously approved the motion.
Seymour also put forward a motion to contract Oliver Controls and Electric to supply and install new LED lighting at a cost of $23,940, plus HST at the softball field.
That motion was seconded by councillor Peter Snow and approved unanimously.
