No change in mil rate, but some fee increases in Bay Roberts

Bay Roberts council has approved a balanced budget of $10.6 million.
Deputy Mayor Neil Kearley, who presented the spending plan December 16, said that while operating expenses have increased due to inflation, there will be no increase in the residential mil rate, though, as property assessments have risen, some people may see an increase on their bills. There will also be no increase in the commercial mil rate, although there have been changes made to the business tax structure and classifications in the interest of “competitiveness and equity,” he said.
“Business owners need to be aware of the changes in the tax structure,” advised Kearley.
There are increases in residential and commercial permit fees, as well as the commercial water and sewer hook up fee.
Early tax payment discounts and senior discounts will still apply if taxes are paid in full by March 31. After this date, interest will be calculated on all outstanding tax balances.
“This approach is different from previous years, but it is in line with the (provincial) legislation’s tax collection policy,” said Kearley.
In regard to delinquent accounts, Kearley said staff are available to work with property owners on getting their payments up to date. He warned, however, that failure to address outstanding balances could result in service disruptions or tax sales of properties.
“Our goal is to avoid these outcomes, by working together to find practical solutions,” said Kearley.
On the recreation front, Kearley said the Town has budgeted $1.6 million for the recreation department, which includes improvements to playgrounds, sport fields, trails, and recreation facilities, and is earmarking $912,407 for the economic development and tourism department. In 2026, the town will launch a new visitor information portal, which will advertise local restaurants and accommodations.
There will be no increases in rates at the stadium and outdoor recreation fields.
The Town has budgeted $3.3 million in public works, sanitation, and water and sewer, and is planning $517,000 for paving and traffic calming measures, as well as $375,000 for a new dump truck, pickup sander unit, and cargo trailer.
Council is expected to begin phase 2 of the Water Street upgrade in 2026, complete water and sewer upgrades on Heney’s Pond Road and continue lift station upgrades started in 2025.
The Town will once again partner with the Eastern Regional Service Board to provide bulk garbage pick up, but only one clean up has been planned for 2026.
The Town has budgeted $618,000 for protection and safety services. Kearley noted the municipal enforcement officer hired to serve North River, Spaniard’s Bay, Harbour Grace, and Bay Roberts on a temporary basis will become permanent. The cost will be shared among the towns.
Council will also finalize the municipal plan review, complete a wastewater feasibility study, continue planning for a business park off LT Stick Drive, and develop a long-term infrastructure priority plan.
Council approved both the 2026 budget and tax structure unanimously.
