Paradise to inspect what lies beneath

Paradise council has approved an inspection of the sewer lines along Kenmount ahead of a costly road upgrade.

Council had previously approved a $3.5 million upgrade to Kenmount Road, having secured some $2.5 million in federal government funding for the project.

Deputy Mayor Kimberley Street, during the December 17 public meeting, explained to her colleagues that staff had recommended that the condition of the original sewer should be investigated so that any necessary repairs and maintenance can be included in the construction project to minimise the risk of having to excavate the road after it is upgraded.

The inspection area will stretch from 1250 Kenmount Road to the McNamara Drive intersection and then about 200 metres down along McNamara Drive.

“The sewer infrastructure is now 16 years old, and there are no records of previous equipment assessments in the area, nor any indication that the condition of the infrastructure is worse than would be expected given it’s age,” said Street.

Council allocated $246,000 for the design phase of the project in 2024, but awarded the contract to Irvin Engineering at $164,657, which was well underbudget. The cost of the change notice will bring the contract to $198,017, meaning the contract is still underbudget.

“We had a good discussion at committee about this and I would certainly agree to investigating the condition of the infrastructure,” said Street. “I think it’s important to have a proactive approach.”

Councillor Glen Carew agreed, arguing it would be “borderline irresponsible” not to investigate the existing infrastructure before work begins.

Council approved the change order unanimously.

The upgrade includes the removal of the existing asphalt and the installation of new storm sewer lines, curb, gutter, sidewalks, and paving along 550 metres of Kenmount Road, as well as the installation of a multi-use trail.

Staff hope to tender a construction contract this year.
