Bay Roberts CAO resigning for post in Ontario

Bay Roberts is losing its longtime chief administrative officer to another town.
At Tuesday’s Bay Roberts council meeting, Mayor Walter Yetman announced that Nigel Black had submitted his resigtration. Black has accepted a similar position in another municipality in Ontario.
“Nigel has been an integral part of our staff, leading the management team since being hired in 2010,” said Mayor Yetman. “Seems like yesterday. Wow. He has contributed significantly to the growth and development of our town over his term here. I would like to thank him on behalf of council and wish him well in his future endeavors.”
Yetman said Dave Tibbo, the Town’s director of recreation, and a former senior manager with the Town of Conception Bay South, will serve as interim CAO starting immediately. Tibbo will work alongside Black for the next couple of weeks to ensure a smooth transition.
“Dave has considerable municipal management experience and council has full confidence in him moving forward,” said the mayor.
The interim position will last for six months, after which it will be determined if Tibbo’s appointment will be made permanent or if other appointment options will be considered. The motion to appoint Tibbo on that basis passed unanimously.
“I don’t think you’ll have as much fun up in Ontario as what we’ve got here,” Councillor Dean Franey joked to Black after the vote, garnering laughs from his fellow council members.
Turning serious, Franey added, “Thanks through my 11 years on the council for being there with me and helping me along.”
Other councillors commended Black’s work in Bay Roberts and expressed their appreciation. “The town is in a better place because of you and thanks for everything you’ve done,” said councillor Frank Deering.
Black’s role as CAO will officially conclude on November 15th.
