Paradise makes another tick on its W&S priority list

Just a week after approving consultation services for water and sewer work along Bayview Heights, Paradise council has approved those same services for Windmill Road.

Deputy Mayor Kimberley Street asked whether she was in a potential conflict of interest as she has relatives who own property on the road. Council determined she should recuse herself.

Councillor Glen Carew said the Town received seven submissions, which were graded on technical and financial merits. Of the seven, CBCL Ltd., received the highest overall score of 92.2 out of 100 total points. That proposal came in at a price of $105,660 plus HST.

Carew noted the Town has secured $875,000 in federal funding for the project, of which $87,500 is allocated for prime consulting services.

Carew moved that council award the tender to CBCL, with the understanding the Town will be on the hook for the remainder of the cost above the $87,500 worth of funding.

Councillor Larry Vaters applauded council for moving forward on the water and sewer priority list.

“The one that wraps this up is ‘progress,” said Vaters. “We are making progress on our water and sewer priority list.”

Vaters said council has funding in place for both Stephen’s Road and Neary’s Road, with construction expected to finish this year.

Besides Bayview Heights, the Town has funding in place for Windmill Road, Carberry Place and Drovers Road. All four roads are expected to be completed in 2025.
After these six streets are completed, there will be four remaining streets on the water and sewer priority list — Dakota Place, Topsail Pond Road to Topsail Pond River, Harcourt Road, and Gosse’s Road.
