Russell’s Place added to Bay Roberts’ road improvement list

Residents of Russell’s Place will be happy to know Bay Roberts council has added their street to its road improvement list for review in early 2027.
At the October 13th Bay Roberts council meeting, Director of Public Works Sean Elms spoke about a petition the Town had received to pave Russell’s Place. He said the petition included some reasons paving was needed, including detours, heavy traffic, and construction.
“A contractor was permitted to use the area at the end of Russell’s Place as a temporary laydown with the understanding that it would be left in good condition after the contractor left,” said Elms. “The contractor advised that the existing garbage would be picked up and will be done as soon as the project is done and all the material cleaned.”
The petition noted the volume of construction traffic on Russell’s Place and expressed concern that it was damaging the road. However, Elms believes Russell’s Place experienced deterioration before the construction began.
According to a quote obtained by staff, it would cost about $10,000 to pave Russell’s Place starting from the beginning of the hill. Paving the whole road would cost about $34,000. Due to the cost, and the Town’s 2026 funds being exhausted, Elms recommended council not commit to paving Russell’s Place at this time.
“However, given the existing condition, I would advise council to place the road on the Town’s road improvement list for ’27, and then have it ranked with the other roads in the town,” said Elms.
Councillor Silas Badcock made a motion to acknowledge receipt of the petition and add Russell’s Place to the road improvement list. This was seconded by councillor Perry Bowering. All voted in favour, and the motion was carried.
