Two Paradise W&S projects to cost more than a million each

The Town of Paradise has approved the installation of water and sewer along Windmill Road, one of nine streets on the Town’s longstanding water and sewer priority list.
The project includes installation of 140 metres of water and sewer main, connections to four properties, new hydrants, culverts, upgraded ditching, and a new asphalt surface, including a turning circle.
The Town received four bids for the job. Staff recommended council award it to lowest bidder Dexter Construction for $869,719 plus HST.
The project is cost shared with the federal and provincial governments to the tune of $760,869, plus HST. The cost of construction, plus $105,600 in engineering fees resulted in a total project cost of $975,379, plus HST, an amount about $214,510, plus HST, over the promised government funding.
The project also includes installation of a new concrete boxed culvert, which was not included in the funding application because the box culvert is considered storm infrastructure while the Town had applied for water and sewer funding.
The cost of the new culvert and temporary access for residents is $233,680.
Staff recommended the Town apply for more federal funding to cover the cost of the new box culvert. It will be tracked as a separate project for funding and record keeping purposes.
The Town will not need to acquire any land for the turning circle or easements.
Council Deborah Quilty moved that council award the construction tender for Windmill Road water and sewer to Dexter Construction Ltd., in the amount of $1.1 million.
Council also approved installation of water and sewer along Carberry Place, another street on the priority list.
That project will include installation of 400 metres of water and sewer main, connections to properties, new hydrants, culverts, upgraded ditching, and a new asphalt surface, including a turning circle. One existing home will not be serviced — additional work will be required to service that property.
The construction tender closed May 1, and the Town received five bids. Staff recommended council award the job to lowest qualified bidder, Black Diamond Construction at $1.192 million, plus HST.
The project is also cost-shared with the Province through a multi-year capital works program to a value of $1.267 million, but the project is forecasted to exceed project funding by $29,236, plus HST. The Town will bear that extra cost. Council voted unanimously to award the contract at a total cost of $1.37 million.
