Tibbo appointed CAO in Bay Roberts as Town makes management moves

Bay Roberts council has named Dave Tibbo as the Town’s new Chief Administrative Officer (CAO).
Tibbo, the Town’s director of recreation, had been filling the role on an acting basis since October when former longtime CAO Nigel Black departed for a job on the mainland.
At the January 21st meeting, council voted unanimously to officially appoint Tibbo the permanent CAO. He brings a long resume of management experience having served for years as recreation director and facilities manager with the second largest municipality in the province, Conception Bay South.
“I certainly want to thank council for their support for me moving forward and making me permanent,” said Tibbo.
Following the motion, council voted to start looking for a new director of recreation. That motion also passed unanimously.
Council also voted to hire Gregory Squires as the new director of protective services, a role that has been vacant since September 2024.
“The hiring committee had some very good candidates for the position,” noted Tibbo.
Deputy Mayor Geoff Seymour asked Tibbo when Squires would be ready to start in the role. Tibbo said Squires would be notified that night, and that he would owe his current employer two-weeks’ notice.
Council also discussed hiring a manager of finance and procurement.
“It’s something that’s certainly needed in our town,” said Tibbo.
In the 2025 budget, council approved funding for a marketing and communications coordinator position. However, Tibbo asked council to defer this hire until 2026, and instead use those funds to hire a manager of finance and procurement. The motion to defer the hiring of the marketing and communications coordinator until next year passed unanimously.
