Holyrood to construct new Salmonier Line water line

Holyrood council this week approved the construction of a new water supply line.

Public Works chairman, councillor Steve Windsor, moved that the Town award the construction contract to the lowest qualified bidder, Maher’s Contracting Ltd., in the amount of $771,369, HST included.

“The Prime Consultant for this project, Englobe, issued the tender on behalf of the Town of Holyrood and received nine responses,” said Windsor. “Maher’s were the lowest bidders and were able to provide the required documents including insurance, bonds, a WHSCC clearance letter and COR letter.”

Mayor Gary Goobie noted the line was initially intended to provide an emergency water supply, but will now act as a regular water supply line.

 “So, it’s not actually an emergency water supply, but that’s the title on the documentation going way back when,” explained the mayor.

For years, council has dealt with water shortages and watermain breaks, and the construction of a new water line along the Salmonier Line is just one project the Town has undertaken to improve water availability in Holyrood. Other measures include construction of a new water tank. Council decided to tender the mechanical and civil work on that project separately after only one company submitted a bid on the combined work, a bid that came in at over $4 million. The hope was that by dividing the work council will receive more cost-effective bids.

Construction of the line along the Salmonier Line is expected to begin next spring.

Englobe, meanwhile, was hired by the Town to act as project consultant back in August 2022, in the amount of $56,793, HST included.
