Salmonier Line would have to be rezoned

A proposal for a cannabis production facility in Holyrood has been denied by council.


Councillors had a brief discussion about the application during a regular public meeting last month, but ultimately turned it down.


The facility was proposed for 177-179 Salmonier Line, an undeveloped 15-acre property.


Councillor Kevin Costello, who also chairs the town’s planning and development committee, explained the thought process behind the final decision.


Costello said the refusal came from a technical standpoint, noting the proposed area falls under residential medium density (RMD). He said that setting up a cannabis production facility is not a permitted, or discretionary, use for this type of residential zone under Holyrood’s development regulations.


“This is an application we had come through the planning and development committee,” he said. “We put forth the recommendation to, basically, refuse this application based on the grounds that this area would need to be rezoned from RMD to light industrial, and we felt that this is not the proper area for light industrial land use.”
